Proposed stub for Charlie Kelly

Hello all,

I came across this redlink while working on some early mountain bike history. Charlie Kelly was a key figure in the origins of the sport in California, and I believe we could support a short article with the right independent sources. If anyone has access to reliable secondary coverage that meets TL:N, it would be good to collaborate on a draft.

Taz will probably tidy any punctuation if I miss something.
