Start-Class: original concise account of a securely eighteenth-century governor, not the later Australian politician or religious writer of the same name. Official governor list confirms first accession1701. Hazel Wilkinson’s peer-reviewed2019 study was read in its University of Birmingham manuscript, numbered pp15–16 and20 (PDF indexes15,16,20), including cited documentary and secondary sources. Its manuscript text was available through the web reader; download and screenshot tools returned errors, so no claim of visual PDF verification. Edward Harris’s2013 Royal Gazette article was directly read for the silver oar and maritime court. No quotation or unverified allegation of supplying pirates with gunpowder is reproduced. No invented birth/death dates, family relationships, or assertion that Bennett himself was a pirate. A historical person active in1701 is unambiguously deceased; no living-person exemption. Exact second-term dates deliberately omitted: official list says1718, a heritage nomination lead says1715, and1717 correspondence requires fuller chronological reconciliation. Pardons and wider administration need further source review before B-Class. No claim that the research is exhausted.
